TORY HARDING M.A., RPA

Ms. Harding provides clients with expert guidance in navigating the archaeological components of the environmental review process to ensure compliance with applicable federal and state regulations, including the National Environmental Policy Act and Section 106 of the National Historic Preservation Act. She maintains a comprehensive working knowledge of cultural resource management laws and guidelines in the Northeast and Mid-Atlantic regions, including regulations governing the identification, evaluation, and treatment of archaeological resources and human remains in both marked and unmarked burial contexts.

Ms. Harding holds a Master of Arts in Applied Archaeology from Indiana University of Pennsylvania (2014) and a Master’s Certificate in Geographic Information Systems (GIS) from the same institution. She also holds dual Bachelor of Arts degrees in Anthropology and Fine Arts from St. Lawrence University (2009). She meets and exceeds the Secretary of the Interior’s Professional Qualification Standards for Archaeology (36 CFR Part 61) and is a Registered Professional Archaeologist (RPA).

With over 15 years of professional experience in archaeology across the United States, particularly in the Northeast and Mid-Atlantic regions, Ms. Harding has directed and contributed to numerous Phase I, Phase II, and Phase III cultural resource investigations. She has served in multiple leadership roles, including Principal Investigator, Archaeology Operations Manager, Field Director, and Crew Chief. Her experience includes managing projects of varying size and complexity, supervising field teams, conducting archival and field research, performing pre-contact and historic artifact analysis, and authoring or contributing to technical cultural resource management reports.

Ms. Harding’s areas of expertise include, but are not limited to: archaeological survey and site evaluation; regulatory compliance and consultation with Tribal Historic Preservation Offices (THPOs) and State Historic Preservation Offices (SHPOs); preparation of ARPA permit construction and burial monitoring; and the preparation of technical reports, proposals, and project budgets. Specialized Trainings include: Trimble GPS Data Collection; Trimble R8 Survey Equipment; Total Station Operation; Remote Sensing Applications in Archaeology; and Metal Detection Survey Methods
